The Southern Africa Fraud Prevention Services (SAFPS) is a not for profit company that assist members in the fight against fraud. They provide a centralised database to list confirmed fraud on individuals and companies from across all industries in South Africa. As part of their services, they offer the South African public a free service to load their details to the database if the individual becomes a victim of identity fraud, or register for extra protection if the consumer’s ID document was stolen or the identity was compromised in any way or form. The consumer uses these services to protect themselves against impersonations and identity theft and these are positive listings on the database.
Compuscan is a member of the SAFPS and members have the following benefits:
- The sharing of fraud data through access to a centralised fraud prevention database.
- Daily analysis of data to identify possible fraud activity and fraud syndicates.
- Receipt of protective registration information (a database of lost or stolen identity documents and passports that could be used to impersonate an innocent subject).
- The ability to carry out both single and batch searching in the SAFPS database or to receive data in batch format as part of the normal enquiry.
One of the benefits is that a business can have a view whether the consumer is the perpetrator or victim as both types of listings are available on SAFPS. The SAFPS will load all the information on its database and in turn will be displayed on the Compuscan Credit report.
All members are bound by a strict Code of Practice and compliance with this Code is enforced through audits carried out by SAFPS. According to this Code of Practice, members must ensure that applicants who are victims (those who have applied for ‘Victim of impersonation’ or ‘Protective registration’) are not declined because of their filing. The Code of Practice also states that a member should examine the situation to ensure that you work with the correct consumer and not the fraudster. It comes down to the fact that all users/members of the SAFPS should not auto-decline victims of fraud credit but should rather refer those individuals for investigation.
The SAFPS filings are divided into the following categories:
- Category 1 – False identity (used most often with application frauds)
- Category 2 – Impersonator (Fraudster’s details)
- Category 3 – False Employment Details (used when the applicant gives false details regarding his/her employment)
- Category 4 – Other Forged Documents
- Category 5 – Victim of Impersonation
- Category 6 – Misuse of Account, Through Fraudulent Conduct
- Category 7 – Employee/Employment Application Fraud
- Category 8 – Insurance Fraud
- Category 9 – Internet Fraud
- Category 10 – Business Fraud/Person Unknown (used in situations where fraud has been committed but no individual can be linked to the case but other information are found to be common to other fraud cases that have been investigated)
- Category 11 – Suspected Fraud (Declined) – this is an indicator of possible fraud
- Category 0 – Protective Registration Listings (this is offered to the public, at no cost, for recording the loss or theft of their identity books or where their identity has been compromised in some way)
- Category 12 – Consumer Dispute Process
